I recently experienced this and was caused by the mismatched value of tcp_packet_type in Kazoo and event-stream-framing in Freeswitch. You can check this by
sup kapps_config get ecallmgr tcp_packet_type and by checking event-stream-framing value in /etc/kazoo/freeswitch/autoload_configs/kazoo.conf.xml.
Make sure they are the same value.
