*69 call return

Nothing in callflows will handle this at the moment. Would be a good contribution or professional services engagement.

Alternatively, with Pivot you could do it with API calls. Create the *69 callflow with Pivot as the action. When receiving the call, you would get the Authorizing-ID (device) and Account-ID in the payload. Lookup the device's call history (and optionally the owner_id if any) and return a prompt (or make it configurable) followed by the 'resource' action.
